Abstract—The 5G NR network is still in development, with operator X utilizing only 49 towers to provide coverage across the entire Bandung area. This study aims to propose a 5G NR network design that utilizes the FR 1 frequency range (2300 MHz with a bandwidth of 50 MHz). The simulation used network planning software with a propagation model that employed an ideal Line-Of-Sight (LOS) with the outdoor-to-outdoor scenario. The 3GPP TR 38.901 standard implemented and deployed the Urban Macrocell (UMa) model. The simulation results show that 30% of the existing site conditions have reached the Bandung City area. An additional 116 sites are needed so that the 5G NR network can be categorized as optimal to cover all areas of Bandung City with an area of 167.32 km2. Based on the parameter histogram, the mean value of the SS-RSRP before was found to be −98.07 dBm, while the mean value after was −79.28 dBm. The mean value of SS-SINR before was 0.11 dB, while after, it was 42.2 dB. The simulation results demonstrated that the throughput downlink before was 198 Mbps, and the uplink was 58 Mbps. After the simulation, the throughput downlink was 264 Mbps, and the uplink was 102 Mbps.
