Abstract—In established communication systems pricesare determined in a quasi-static way and for a large areaaccording to a fixed price model. Additionally, the maindecision criteria of resource allocation is the arrival timeof resource requests. This system approach is not able torespond to the spatially distributed and dynamic users’demand and willingness-to-pay. In this paper a systemwill be proposed to combine pricing, allocation and billingin order to react dynamically and locally to the marketassuming that the user terminal has cognitive radio abilitiesand multiple interfaces.
